Mines seem pretty useless

I have been laying mines to check their effectiveness as a defense.  So far they are a waste of resources and time. 
Minelayers can only put down one mine per turn. 

And a high level infantry unit can pass right through 2 mines and still be healthy. 

In the screenshot below there were two mines. One where the infantry is and one where the jeep landed.
The infantry walked through two minefields and doesn't have a scratch.

It looks like three mines killed one infantry? The other two units came later. It would be helpful if the logs captured the interplay with a bit more detail but if that's the math, I agree the mines don't seem worth it. 

Maybe allow multiple mines per turn  and you'll likely get more out of the investment,  especially over many cycles.

I have a battleship that has hit 3-4 and maybe the mine layer (didn’t sink) and it is low on health but still floating. Also bombardment seems under powered, I hit a lot of things and nothing seems to be taking real damage.

I'm increasing mine strength now. Also, if a unit hits a mine during an attack, that will stop their advancement for that attack in the current cycle (while they patch up, if they survived). So, even if they don't outright kill, they'll be more effective at slowing advancement.
