I just noticed something on the custom map "United Nations". The map is set as "Declaration of War" and "No Treaties Allowed".

These two settings, when used together, prevent people from attacking each other the entire game. As "Declaration of War" causes everyone to start with treaties, and "No Treaties Allowed" prevents us from breaking them.
