Johnny, if I send a missile or nuke at someone, and that missile or nuke has to travel over another player's territory, does said projectile take damage as it passes over the neutral player's territory? I hope not.

It sure does! Everyone is an enemy unless you sign a treaty with them.

That's another reason the treaties are so important.
