Have a method (or just a hot key) available to make the clicked on unit the last unit moved. This allows a unit who was moved earlier in the turn (or year) now move after all others thereby helping when units cross paths. This ability would always keep the units move exactly as before it would just be last in the current order.

Yea, this is a good idea. I always have problems with this, and then I have to redo some of my other unit's moves.
