is there anyway to sort of start two territorys at once? I wanted to get near water but its taking forever from the middle of where I am to get to the water. I thought by sending jets I could take the land but I guess not...

No, each account can only have one country. I'll likely develop a "resign" option, though, which would let you give up and start in a different location.
